History

TC ACCESS has a seventeen-year history of operating successful programs and projects that expand the capacity of other nonprofits to serve those in need. TC ACCESS focuses on technology as the tactical tool to maximize efficiency and gain effective outcomes in human service delivery.

1993-1999
TC ACCESS served as the systems integration component of a national federally funded research project aimed to improve service outcomes for homeless, mentally ill persons. TC ACCESS (an acronym for Accessing Community Care and Effective Services and Supports) convened community leaders and organizations, used federal seed money and engendered plans that resulted in the creation of a number of continuing programs: The Day Resource Center for the Homeless; the Safe Haven for severely mentally ill homeless persons; the New Life transitional housing program for men reentering society from incarceration; the Shelter Plus Care program, now an integral part of the Fort Worth Housing Authority; and the Safety Network – one of the oldest and largest community networks in the country.

1999-2004
TC ACCESS wrote and managed a collaborative grant from HUD's Emergency Shelter Grant, coordinating over $887,000 in program funding for homeless services.

1998-2007
TC ACCESS contracted with the local workforce development board - Workforce Solutions for Tarrant County - to link all their workforce centers and community contractors through the Safety Network. TC ACCESS continues to work closely with Workforce Solutions through a variety of initiatives, such as Project WISH, which delivers workforce development services on-site in area homeless shelters and uses TC ACCESS' HMIS (Homeless Management Information System) to track and report its work; a national grant operated locally by the Tarrant County Fatherhood Coalition to increase father's participation in the lives of their noncustodial children; and other initiatives and on-going workforce development projects.

2003-2011
TC ACCESS has operated the Tarrant County Homeless Management Information System under a contract with HUD to link over 30 shelters, housing programs (transitional and permanent supportive), a Safe Haven (facility for homeless mentally ill persons), and other providers of supportive services for the homeless. TC ACCESS provides the tools of computer hardware, a custom client case management database application, ClientTrack.net® by Data System International, coupled with the innovative use of scan card technology to capture and report the daily work of HMIS service providers, thousands of housing and other service data.
